O.K. so my reply is lost amongst all the replies already coming after it, lol. But the summary of my response is this: science has proven the western culture as an environment causes too much trauma for it's infants. This causes physical disruptions to the brain development making it's children vulnerable to all addictive behaviors, not just drugs. Thus society rightly can pay for the care of these whose brains became too damaged to function "productively" in society. Science has also proven that patience with the addiction, a safe environment free from judgment about it, and stresses associated with it and living greatly increases the chances of people successfully recovering and integrating into society.

In looking over the responses, there are many who reject the idea of drug testing welfare recipients on grounds of basic freedom, the financial failures of already tried attempts by states, etc.. Here in Maine, it is very much going around to deny welfare recipients who smoke as well. Physical assault by deprivation never solved anyone's drug problems and the death of an addict never stopped their being replaced by two or three created by the increasingly oppressive/abusive society which created the first one.
YOu want your materialism? Pay the fines.
